The built in speakers would not suffice for an acceptance TV performance.

No TV specific features such as component in, remote, toslink/speaker out (probably has a 3.5mm jack out)
No smart TV features (no apps like YT, Plex, Hotstar, PrimeVideo, Netflix)

If you can live with that, then picture quality would be better than TVs in similar range.

I would say get a used TV by checking in person from OLX.

Full HD on a 32" monitor? Hell no.

24" - 1080p
27" - 1440p
32" - 4K
 
Depends on your usage really.

Is it 75% TV and 25% Monitor? Other way around? 50-50?

Unless 75% of your usage is TV based, I would say not. The other problem is like others have said, 1080p on a 32" would look awful. You could get a 4k 43" TV for 25k ish but you will need a really good PC to drive gaming at that rez and generally speaking TV's at that price are not really that great. The best bet is the Samsung Neo which is probably around 28-29k.

At the 10-15k price bracket, you are always better off with a monitor (unless again, your usage is 75% tv based).
