Thanks. Rakrules what you can do is get a flight with sufficient layover and once you are at port of entry you can try to see if there is any early connecting flight. I did this last time I traveled and there was no extra charge.

With infant; for sure your process will be expedited. Do you have other flight option wherein layover time is more?

They do allow 23*2 for infant as well

I was talking about immigration check at EWR.

Earlier I traveled via Qatar and my assignment was Denver. In my present itinerary it shows 2 bags (23 KG each) per customer and $0 charge so I guess it should be fine. At EWR my layover is around 3 hrs and the connecting domestic flight is operated by United only so I guess it should be fine.
