A preliminary google search says that since BSNL 3G does not support dynamic IP, it is not possible to access office VPN; however I am not sure how reliable this...
Just an update, went to a BSNL CSC in Bangalore yesterday and the Rs. 4200/- for 6 months Unlimited plan is available NOW! It is applicable to both prepaid and postpaid and what's more, they have reduced the cost of data card to Rs. 2000/- :)
