No need to go for Nvidia 3D vision Kit for your rig, Because you already have the 3D(active) glasses. Which is came with your TV.
It will be good for your gaming rig.
 
1. In this budget, going for a HT CPU over a non HT one is a waste of money. He doesn't have enough money to waste.

2. Getting K is always recommended. PERIOD. If he changes his mind one year down, at least he has the option to overclock which is anyway simple enough nowadays. Most people don't know what they need. Keeping the option open for another 2-3k is like keeping it available for free practically.

3. This is what you should get:

Seagate 7200.13 1TB 6k
The best keyboard and mouse and mouse pad you can afford.
Try to go for a brand like NZXT etc for your cabinet, will save money and do the job in this budget.
For your graphic card, I strongly recommend waiting for GTX660Ti. It will probably cost around 20-23k on release. If you can't wait that long, then consider buying the cheapest 670 you can find. If you can't afford that, then go for a 560 Ti 448 if it is available. If even that isn't available, then go for a GTX 570 OC or GTX 560 Ti OC.

GTX660Ti will be available till Q3 2012,GTX670-30k,For 3d you can go for Msi Twin FrozrII GTX560Ti 1GB or 2GB-14.5k/16k if you have the budget then you can go for GTX670,For the current situation AMD is leading the mid price section as HD7850/HD7870 is launched,GTX670 is way better than HD7870 but it's costly by 7k,Still worth it-AnandTech - Bench - GPU12.
