Adapter for 1.8v serial port

Probably a simple Voltage (Resistor) Divider can be used to step down 3.3v to 1.8v. Else look for Level Shifters that support conversions you need.
 
Level Shifter would be better. The resistor network may cause issues.

Reason for asking - never seen anything so far with 1.8V. BTW is this for reprogramming the EC315? If yes, I have a couple of them lying idle.

Yes, it's for reprogramming purpose.

As you have used these cards, please let me know if you have an idea about the max numbers of connections it allows.
I'm trying to make to use this card as AP for local web server.
 
I believe these allow 5 connections by default.

EC 315 is based on MDM6600 chipset. Official documents say it has his hspa and lte capabilities.

Do you think radio configs can be manipulated through serial or jtag?

It even has 10 other exposed pads. I am sure these are jtag points.
