A: Touchscreen

A: Best cam in my budget

A: ICS

A: lots of emailing & web browsing, reading PDFs, editing docs

A: In short: good music, good cam, longer battery, ICS, screen 3.5-4", max internal memory in my budget

Go for Windows 7 if you can raise your budget.
or for your budget go for any Samsung Galaxy Model.
Samsung has lots of Galaxy Model.

Check out New Sony Ericsson Models too.
I particularly like "Sony Ericsson WT19i".
It is I think so around 13 to 15K. so It should fit in your budget if you bargain hard.

From your original post, I am guessing you can extend your budget to 15k, in that case these are the options

Samsung Galaxy ACE

HTC Desire C

Sony Xperia U

And between the Sony and HTC One V

Out of the three I would prefer the Sony Xperia U, as it gives you dual core processor and Mali-400 GPU, but a minor gripe here is that the memory is only paltry 4GB with no options whatsoever available for expansion(except cloud storage)
If memory is problem the next option would be ONE V
 
The xperia sola was available for 16.5k few days back, hope the deal comes back ;-)
HTC one V has all that you need but with a single core proc and reviews are mixed about performance.
