Is there anyway to figure out a per state average broadband speeds in India? Or are their any reports on this?

That is very skewed to be honest.

Userbase of Steam is much more smaller and very different from an average Indian Internet user.

Indeed but the sample size is enough. 0.1% of global steam traffic equals 70,000 users. That is a fairly decent sample :)
 
Correct me if I'm wrong but isn't that percentage in amount of data transferred and not in number of users?
