Android Charger Ampere info needed

Hello Techies, I need information regards mobile chargers. Does the charging output depends only on the rating of the charger or the cable also? I use Ampere software and I have seen with one charger and different cables, the current is varying from 200mA to 800mA. I have a 2.1A charger but the software does not show any current input near it hence affecting fast charging. What all other factors may be important that I am missing. The phone that I am using is by default supplied by a 2A charger so I am looking to buy a replacement charger. I have seen USB cables being marked as 2A high speed cable but cant make any sense out of all this. Thanyou.
 
The app will help you fiqure out bad cables. USB Cables turn bad.

If the same charger is able to charge a phone with 800 mah and 200 mah with different cables, one of the cables is not Good.
 
28/24AWG: 28AWG for data pair is fine but 24AWG for charging pair is just "okay" for cables under 1.5M.

All the good 2.1A chargers come with atleast 22AWG for charging pair.
