if hollywood is to be believed, then it is universal (anything that happens in the US is universal/global as it is). :p
 
but in india it is way too much. if we wanna be a economic power like chine we gotta reduce corruption a lot. corruption and religion is the biggest two factors that is not letting us progress.
 
i'd say attitude (personal & then collective) is the only factor, not any (other) living-non-living, thinking-non-thinking entity/'third party'.
