The HD4670 should suffice for a 18.5" monitor. But then cant fit in a phenom. Why are you intent on OC for your needs?
To fit in your budget go for the
Proccy: AthlonII X2 240 - 2.9k
PSU: FSP SAGAII 350w - 1.5k

agree with what DarkAngel has put up there, you are going to find it difficult to put all of it together, also prices are going to varry a bit i saw that ddr3 kingston ram around here is going for 2700 to 3k for 2gb. Similarly prices might be diffrent for several other components and you might ending up streching it a bit more.

A config I came up with ........ the 2 mobos mention above have to PS/2 slots so I can use my old keyboard and mouse and save 1k on that ........

If my old monitor and pc can sell for 1.5k and little from my pocket money I can afford this ........

Hey nice suggestions !
I wonder if you could suggest a config for me as well. I am looking at nearly the same price point - 30K
No speakers. DDR3 is a must and so is a 22" display. I was thinking of the Benq G2220HD. Difficult to squeeze?

Hey thanks Devin.
But it never ends. The 630 is a good proc I've heard, but now i'm tempted to up it a little for the Phenom X4 Quad 925. For ram isn't Kingston better?
Also could you suggest a slightly lower GPU?
I'm most probably going tomorrow to buy.
