Where did you read that?
It has been speculated that they might announce at computex, no confirmation yet.
On Amazon prices have slightly gone down for 1060 6gb, like few hundred.
One seller is also selling galax version for 28k but is not reliable and I'm not sure about their RMA scene in india.

Yes it was speculated around June/July.
But later changed. See this article for details:

Prices are dicey man. All fingers are pointing towards nvidia and ati. They are manipulating the production, inflating prices and blaming miners.

That's good. It's actually morally responsible to waste their time.

These guys operate on landing that 1 bakra out of 100 while ignoring the rest.
All vellas should call them up, bait the hook, then string 'em along, making it as hard as possible to find the real bakra.

Samsung, Micron, and Hynix Accused of DRAM Price Fixing

This isn't Hagens Berman's first time to the rodeo either. The firm had previously achieved a $300 million settlement for consumers who paid high prices for DRAM back in 2006. Samsung and Hynix pleaded guilty to the charges and paid a collective sum of $731 million in criminal fines, and both DRAM manufacturers served a collective 3,185 days of jail time.

Well, even if they are caught, the fines are way lesser than the profits these companies are making violating antitrust laws. Apparently, somewhere in Jan-Feb this year the Micron CEO said something on the lines of - that their objective is not capturing market share, and controlling production unilaterally would be foolish. Top execs making such statements clearly shows that there is something else at play.

Anyways, we can only hope that he fines are in proportion of profits these companies are raking in, else it will make no difference, just like Intel did with OEM manufacturers to get AMD out of business.

It reminds of the prices for Hard drives going high especially when there were floods in South East Asia - long time ago. HDD companies made a lot of cash during that time,
