Has BSNL made some sort of partnership deal with Bharati Airtel ?

Last few days I have been seeing lots of Bharati IP's on BSNL Broadband. For instance this is my most recent traceroute -

While it seems that stackexchange can't make sense of ICMP packets and is irrelevant, what is relevant is the IP's at the middle -

Both 125.17.39.49 and 182.79.252.6 are Bharti Airtel's according to whois .
