Ryzen CPUs with Vega graphics should be good to start with. A microatx A320 or equivalent board. RAM can be 8 GB or 16 GB depending on the budget. For this build you wont need a discrete GPU and the PSU should be enough that you have. On the motherboard, do check that you get HDMI ports to connect the TV. All the best :)
 
If you watch 4k HEVC movies then you need a descrete card like GTX1050 or above, otherwise any Ryzen with Vega graphics is sufficient.

this for a friend btw. he will upgrade smps & gpu later.
