Dont use the internet. No one can track you 
Use a VPN which does not store logs. I would suggest avoiding Tor, as Tor traffic means you will be targeted even more. And forget about that noise thing.

any free VPN providers? I did some very little googling and found many of them charge...
Almost all the good ones are paid. Even if you use the VPN there are chances that DNS gets leaked to the ISP so they can track you trust me it is very common, even if you fix the dns leak there are lots of things through which ISP can track you. So there is nothing perfect method to hide

All the good ones charge. Also, some of the free ones are not exactly free - read their T&C. One VPN was using the users internet to run a DDoS
