    • Will recycle a Seagate 500 Gb HDD
    • Will recycle 2x2Gb Corsair value RAM 1333 MHz

Are only Z97 and H97 series motherboards (which are expensive) compatible out of the box with Intel I3 4130

i3 4130 is one of the original Haswells launched last year, not the Haswell refresh models, so should work fine out of the box even with an 8 series chipset board.
If you're looking at a Haswell refresh proc, ECS has stated that you need an older CPU to update the BIOS.

I'm not sure why you need the R7 240, since quick sync does a fine job at decoding as well.
