it was available for 6k on ebay global easy buy for a long time now. But I couldn't find any info on whether it can be unlocked or not.

Yep, as per XDA and many users on SlickDeals, can be easily unlocked ie you can root it, get the SPC. You will still have to get the MEID/ESN registered with Reliance (probably need to pay for it as well)

1st kg free provided it reaches them before 31st. Another Rs 150 - Rs 200 or so as insurance, fuel surcharge etc and approx Rs 500 as customs duty (the major chunk here is DHL's handling fee)
