Looking at larger battery backup around 4 to 5 hours+
General usage like movies, surfing with multiple browsers and lots of tabs ( around 20 to 30 total )

Whats the best option less than 30k?

Even on the standard 3 cell battery, the 4th gen and above processors should be able to go through 3-4 hours easily. The cheapest I know of is the Dell 3558 - i3/4GB/500GB.
 
Near 32 mark you can get 6th gen i3 along with standard specs like 4GB RAM, 500GB/1TB HDD and 1366*768 screen.

5th gen i3 should be near 25-27 mark. Along with SBI offer on Amazon, you may get 1500 off on a 6th gen i3 model and get it near 30k mark.
