OLD PC is too slow to work.

Could you clarify if you need something under 30k, or if the budget extends upto 35k? Also by when do you need this computer? Do you plan on buying online or in-person?

Required by cousins, Uncle has a budget of minimum to maximum 30K to 35K (anything between 30-35K only least/max included)

I suggested them purchasing a PC instead of laptop too, PC can get high configurations under same..

But they require 3-5 EMIs if available (uncle has HDFC credit card since years).

Plan to buy anyways, direct as a friend gave quotation but not offering EMIs.. or online..

Whatever best available..

College kids, need computer/laptopo for regular work..

Another local computer hardware repair guy suggested following for PC :
Intel Core i3 F 9th generation( 3yr )
Gigabyte H-310 motherboard( 3yr )
8gb RAM ( 3yr )
1 TB HDD WD
1gb graphic card
Cabinet with SMPS ( 1 yr )
Logitech keyboard mouse ( 3 yr )
18.5 inch DELL LED
Acer b227q 21.5" ips lcd monitor
this config goes around 37,000. INR

Unsure if it has wifi, bluetooth, speaker (assume its inbuilt in monitor)..

A litte techy guy, face so much hurdles with relatives always.
 
The Graphics Card is not needed as the i3 has integrated graphics which should suffice for your usage. That should help save costs which you could use for a UPS.
You will also need a UPS if going the PC route (if no inverter or constant light outs) since it's for college/regular work. They might be doing some important/sensitive work and suddenly power cut with no data saved.
From those PC specs I see above, APC Back-UPS BX600C-IN should suffice. If someone could confirm, it would be great.

But most things like wifi, bluetooth, camera etc. are inbuilt in laptop and for PC will have to purchase those seperately.

Your friend is correct. Refer to the configuration I've shared above.

Wifi/bluetooth cards/dongles are cheap. Nothing beats a wired connection via ethernet port however, which should be your first choice with a PC. A cheap webcam from the likes of Logitech etc will usually be far superior to what comes bundled with the average laptop.
