Buy a full HD LED TV in that price range. You can connect PC and Tata sky to it and the inbuilt the speakers will also be louder compared to no or 1/2 watt speakers on the monitor.

Sanyo / VU 32 inch come in that price range with discount and cash back. Prices will be around 17-18k when you buy though.

For your use case, I think that this 32 inch full HD monitor/TV is best for ~18000 INR. It has inbuilt speakers as well as a remote control.

OP needs a monitor to double up as a TV. His options are limited. In that budget, getting a TN panel which does 1 ms or getting an IPS panel are the only options. If he needed it purely for gaming then sure he should go for the former. But I doubt he will.
