I would suggest to keep around 5K separate for a RPi or Android box and a HDD. The PC of your choice will eat power, not sip frugally.

As for the rest, you should opt for a Ryzen and if you can up the budget, a Threadripper.
 
Thank you for that suggestion. I have rpi 3 with omsc and as you suggested, I will use it for that. Can you please advice on the configuration of the system for my editing work?
