2.DELL Inspiron 5447-W560213TH Intel Core i7-4510U (2.00 GHz,14"8GB, 1TB+8GB SSD

I would advice you to buy with Indian warranty. With the Thai laptops, there might be issues which can crop up when you are RMA-ing the laptop, not otherwise. As for the seller - he wants to make a sale. I dont think you can get your money back later if there is an issue with warranty.

I have no idea about the flex - but if it has ADP like the Dell, go for it.

Don't what DELL does with warranty requests for laptops bought outside the country. But it is a big problem with HP laptops having international warranty.
Only the laptops being sold in the present country are eligible as they do not have spare parts for laptops not sold here. So if you have to claim international warranty, you either hope that a laptop with similar component is sold here or you ship it to the country of origin to get it repaired.

Can you wait? The dell 13 2-in-1 7000 seems to be perfect for your requirements,im also waiting for the same
Or you can buy the 11 inch 2-in-1 already available on the dell website for 36k and replace the ram with an 8GB stick 36+ 3K(The only problem is that its an older baytrail pentium quad core processor, - will still run everything necessary though except for DOTA :(

The form factor and weight is perfect as a travel entertainment laptop + lightweight programming machine
