One word.. Stupid.
Had this idea been deployed in the era of gladiators.. it would have made sense.
You can catch hold of the defaulters, bar them for 3-4 months, incarcirate them.. but say if the person gets hit by these and lands in front of an incoming train, or gets trapped in between the train and platform or gets pulled under the wheels of the same train.. who ll be responsible for the mangled remains?
Secondly, if the damn thing breaks (or somebody pulls em down on purpose), it ll land on the tracks where trains come and go. You are jeopardising hundreds of lives.
What exactly were the nincompoops thinking when they passed this decision?
