Budget 0-20k Should I Upgrade and to What? AMD965BE --> ?

So here is my issue.
My Current setup has a AMD 965BE
I have created a Vmware Workstation lab recently
I have only 4 Vms currently(Basic Vmware setup for now)
My Observation is that when i use the lab the CPU utilisation hits 100% consistently(Up and Down)
The Lab works fine most of the times without hiccups and lags
But i am planning to put in More Vms which will definitely make an impact
Now my confusion is which AM3 CPU should i upgrade to?(Note:My Mobo is a GA-78LMT-USB3 V6.0)
I am using 32 gig ram already so no scope there.
Which CPU will solve this problem?

OR

Would you guys recommend me to go for a RYZEN setup which means buying(CPU,MOBO,MEMORY) which will cost me almost 40-50K I suppose.

What would you guys recommend should i do?

Buying a CPU will that solve my problem? or a new setup is the only option.
 
If you do not mind using used systems, try to get a decent mobo which supports DDR3 RAM (non ECC) and take the E3 Xeon V1 sold by @Hydrogen Oxide - this should easily handle your needs.

Total cost should be less than 20K if done correctly.
