Budget 21-30k Suggestions for pc

i am looking to buy 2 desktops for my restaurant with genuine windows installed
1. 8gb ram, 500gb hard drive, i7 processor
2. 4gb ram, 250gb hard drive, normal processor
 
Where are you from? This will help forum members help you better. Are you open to building a PC yourself or do you want prebuilt ones?

Look at the budget. Person wants genuine windows which costs 14k on a 30k pc. I'm guessing the 30k includes the 14k for the license. So in that remaining amount i7 + 8GB ram+ hdd will be too hard to get even for old 2nd or 3rd hand items if he already has case and monitor and dvd drive and keyboard and mouse.

Person is joking or has no idea of the cost of hardware.
