Suggestions for someone looking for a role change

One of my friend who is into IT support since more than a decade with 10 years of experience who has grip on technology is seeking for a job role change.
Till date he worked as a System admin, sme, server engineer etc.
He now seeks to explore opportunities such as Team lead or even a manager.
He has handled and mentored teams and also well versed with itil concepts etc.

He has updated this on job portals and daily updates his profile but still he isn't receiving any calls for TL but only the usual system admin ones.

Manually as well he hunts for such jobs and applies to them but yet he never hears from the company or HR.

He is done working on similar profile and needs to jump in team leading part.

He is already drawing the highest salary one can withdrew at his current level in the market. So even though he receives calls for his existing role the hike is nothing sort of like a hike.

Need suggestions.

Education:
Full time graduate from Mumbai univ.
Ample of technical certification.
Distance mba.
 
Its difficult getting jobs in expertise area these days, role or profile change is a huge ask.
He needs to skill-up for the new role. What do TL's / Manager have that he might not have ? He needs to acquire those, be it formal or informal courses, experience in probably a smaller organization than a big one. It will be one step at a time
As he is drawing very high salary, he might have to take a pay cut for the role switch and let companies know its negotiable.

High salary in his current role capacity ie. server engineer and so on. As for TL or similar role salaries are high. He is aiming a higher position and salary comes second.
