Budget 21-30k upgrading PC for Adobe premiere and AE

C2D 2.66ghz e6750
intel dg33fb mobo
trans 2gb + ocz 2gb (both ddr2 800mhz)
1tb + 250gb seagate
samsung 2233sw
CM Elite (maybe 335)
corsair vx450

help me choose from below 2 options for using Adobe Premiere and AE, budget around 30K

OPTION 1 (better GPU):

Ryzen 1300x
Asus Prime B350M-E
Corsair Vengeance LPX (8GB) 2400mhz
ZOTAC GeForce GTX 1050 Ti mini ZT-P10510A-10L 4GB GDDR5

OPTION 2 (better CPU):

Ryzen 1600
Asus Prime B350M-E
Corsair Vengeance LPX (8GB) 2400mhz
Gigabyte GT 1030 Low Profile 2G GDDR5 GV-N1030D5-2GL

Queries:

Q1) which GPU brand is better? Zotac or Gigabyte?
Q2) hope my PSU vx450 will be enough for upgrade?
Q3) option 1 or option 2 from above?

So, according to you, I should opt for better GPU? Comparison on anandtech shows R3 1300x is better VFM than R5 1400 and also suits my budget constraints.

Similarly, 1050ti mini is better VFM than OC one and suits my budget..

Your thoughts?

Going with 1400 gives you more cores/threads.
I mean GTX1050ti Mini not the OC.
Corsair VX450 is one of the legendary PSUs and it's sufficient.
 
Go for Ryzen 5 1600, it brings a huge leap in performance. GPU only matters if you're using effects and stuff, or high resolution timelines like 4K. For most usage, CPU and RAM matters the most.

Even I'm thinking the same.

Can anyone help with finalizing GPU brand? Which brand provides better after sales? A friend ranked them as:

1st: Asus, EVGA
2nd: Gigabyte, MSI
3rd: Zotac, XFX

Also, he said Zotac 2+3yrs is cheating, as you have to pay expenses at actuals during additional 3yr warranty period.
