UPS, GPU and PSU confusion

I am building a rig and I already have a 3 months old APC Back-UPS (stepped-sine wave). I want to build the rig with Rayzen 3 and with a graphics card. I read here about UPS and PSU problems:

OP on that thread suggests using El-Cheapo PSUs because they are all non-PFC. Problem is, al cheap PSUs have 19 Amps on their 12V rails:

We actually need more, around 35 Amps on 12V rails:

Only the good quality PSUs, like this cheapest Corsair VS450 from amazon @2640/-, have +35 Amp on 12V rail as required. But it is Active PFC.

So, if you have Back-UPS and want a good quality non-PFC PSU , what is the solution ?
