Xtreme Traffic shaping by Hathway!

I got a Hathway since they have Fiber here(Delhi) and I couldn't read a review of bad performance coming from Hathway itself (not last mile issues). They offered 150mbit/s UL for 889/- and waived installation. I was skeptical but since many were doing similar offers, I took it. Anyway I get the 150mbit/s to peered network, and choking and reliability are as expected of fiber, that is I haven't faced any issue.

The problem is the strange traffic shaping/routing and BW capacity they have. You get ok speeds on speedtest.net most of the time(though 1/2 to 1/5th of 150 mbps on some servers). But today (Sunday) I'm getting 6-16mbps everywhere. Fast.com gets 100mbps. But any other download is slow, 7-10mbit/s to 1-2mbit/s. Even image loading is slow sometimes. Though sometimes when I try to download again, I get 150mbit/s meaning Hathway is doing extensive caching and maybe privacy violation. For downloads, I used https://www.google.co.in/url?sa=t&rct=j&q=&esrc=s&source=web&cd=1&cad=rja&uact=8&ved=0ahUKEwin1I6fgYDYAhUEp48KHfJTDEYQFggoMAA&url=http://www.speedtest.com.sg/&usg=AOvVaw0SqThrQ4AJcmOvx3WLHmEc
and Obscure Ubuntu distros to test. If you download a normal Ubuntu ISO from any foreign server, a peered one is downloaded which is again breach of privacy and very shady. How can Hathway decide what I'm Dling based on filename(I assume) from obscure location and peer it?

That aside, UL streaming on DM, Vimeo, YT and Netflix is great in this connection. But I don't use the net that much to have benefit of UL and don't want to argue with Hathway since it seems to be some official policy. I think I'll give this connection up.. Hope others are more careful and Hathway changes this. Seriously, why does Hathway need to be so shady and not just give some 30-40mbps uniform minimum speed.

Maybe I'm also sharing my small use of 'UL' net with PG and leechers and such..
