CPU/Mobo PC in a restart loop EDIT: Resolved

Guys i am having a peculiar problem.

The problem has been for some time and i believed it to be a faulty PSU and thus got a replacement but it seems the issue still persists.

Brief - Basically if turned on after a long time, it does boot and lets me sign in, but after some time it switches off and restarts every 1 or 2 secs with the front led keep on flashing.

Rememdies done till now - Changed Psu, Changed Heatsink with new thermal paste, Cleaned everything, Have removed every device like hdd, gfx card etc and just using the mobo and the cpu.

My gut is telling me its a heating issue. I have tried to log on the bios page [ the few times it let me boot] to check the cpu temps but they hovered around 60 ish. I reapplied the thermal paste[el cheapo] to get this down but still the problem persists!
 
The hardware running is -
Gigabyte H61m d2 b3
I3 2100
1tb + 2tb hdd
G skill Ripjaws 1600 mhz
Corsair CX 430

I couldnt post the screen shot because the pc when i turn on now is going in a restart loop.
 
Seems like overheating issue. It shouldn't be near or at 60°c without load. Maybe the thermal paste and the quantity applied is the issue. Apply very little to the center of heatsink and them seat it on the CPU. Clean the CPU & heatsink properly with spirit or isopropyl alcohol if you have before applying new thermal paste.
 
I will try to procure a better quality thermal paste and try again. Do i need to get another new heat sink though? I have already got a new OEM one from Lammy and I reckon i was played a bit in that deal as it had marks which suggested it may be used before.

P.s- Where would isopropyl alcohol be available? chemist?
 
Isopryl Alcohol should be available at a chemist. It is also called as rubbing alcohol. Alcohol swabs are also another alternative, but those can only be found at hospitals. I tried finding these recently but was unsuccessful. The chemist recommended me Acetone which was not medical grade when I asked him for something to be used with electronics. Got the ~100ml bottle for 28Rs.
If you do get Acetone, be careful with it and apply it to a microfiber cloth and then use the cloth to clean the surface. Do not pour/drip the acetone directly on the surface to be cleaned. IIRC Acetone has corrosive properties which can be harmful to the motherboard surface.

If it is due to heat issue, should not the system work for at least 2-3 minute and then restart ?

Here it is said that it takes "a long time to boot" and he is not even able to get into bios.. is there something else going..

Mate you got confused. I didnt mean that it takes a " long time to boot".
I meant, if booted after a long time it does start for 2 or 3 mins, sometimes even 5 mins.[DOUBLEPOST=1378203666][/DOUBLEPOST]Guys it seems the heatsink which i just bought has a pre applied thermal paste from the factory itself. Should i just clean my old thermal paste on the cpu and put this on and not apply the new thermal paste which i have brought?

The z3 thermal compound and deepcool cooler are both good products. Just clean the CPU of any remaining thermal paste and then seat the new cooler on it. Even with stock thermal paste on cooler you should get around 40-45 deg temps.

Assembled the new heatsink and the temperature is nice and stable now. Fingers crossed hope this sorts the problem and i can have my rig back.
 
Haven't used the Z3 at all. As per your suggestion, i have just flicked the heat sink with its factory paste and it seems to be doing the job fine.

Will trade this for the Z5 or something better.
 
Bloody hell it has started again!!

Checked the temps and they are still hovering around 34 to 36. I am absolutely gobsmacked with what the problem is now.

Any suggestions about what i should check more?
 
Ah ok, sounds like a mobo issue. Also try assembling the components outside your cabinet and run it to rule out any shorts or issues with the power button.
