Sometimes HDD generate tick tick noise, not sure if that is also going kaput or PSU (430W local) can't take load.

Mobo - Asus prime B450M-A or Asus B365M-A
PSU - Coolar master MWE 550
RAM - Gskill Ripjaws 3000MHz 2x8GB
Monitor - LG24MP59G
GPU - Zotac Nvidia GT 1030 2GB DDR5

If I have to buy a dedicated GPU then which is better Ryzen 2600 or i5 9400F? Both offer 6 cores but 2600 have 12 threads while 9400 have 6 threads only.
Earlier people here used to say that intel provide better performance per core.
But I saw couple of intel issues in my office datacenters about malware and attacks and its patches reduce its performance or require to disable multithreading.
Shop guy also recommended AMD.

Hence I am still confused about cpu selection. I would need this rig for long run (5+) years.

From what I know GTX 1030 2GB is not a good card for machine learning. In general machine learning will benefit from as much GPU ram as possible, it is one of the reason why 1080ti and Titans are very popular in machine learning circles. As you kid is learning ML, I believe it would be a better option to look for at-least 8GB for starters. This card GTX 1660 4/6GB is not much of an upgrade, I would suggest you start with a 1070/1070Ti 8GB cards it will last you a long time instead of 1030 & moving to 1660. And when you upgrade you can aim for 11GB cards.

As far as RAM is concerned w.r.t ML, the slowest ram is still more faster than what is expected of it, so you can go for lesser speed ram and save some cost.
The same with CPU, though there will be some computations on CPU, almost all of it will be on the GPU, the CPU will just be feeding it data so high single thread performance, multiple core and all those things mattes not much.

Thanks b.life for your inputs about GPU.

GPU 1070/1070ti itself is more than half of my budget, and not sure how much she will take interest in learning ML programming as she is in school (9th) and subjects change every year so don't want to invest in a GPU which is of no use other than browsing, watching movies etc. That's why wanted to start with GPU which is required for some basic stuff and if she have bandwidth next year or later then I replace it with new powerful GPU (1070 8GB). And since both 2600 and 9400f lacks GPU support I need one.

My confusion still remain there for CPU part, 2600 or 9400F.

I am sorry, I thought your kid is learning ML as part of her profession or something related my mistake. That said I then believe your choice of graphics card is great, I believe 1660 here on the forum a bit cheaper not sure but its worth checking around.

Regarding the CPU, both of them will be offering similar performance in your use-case, I would suggest whichever is cheaper as a whole(CPU,MB,Cooler).

Check with HDTunes for any bad sectors.

AMD is better choice at the moment. With Ryzen, AMD is cruising.

GPU - Zotac Nvidia GT 1030 2GB DDR5

I would suggest to look for used GPU for your purpose, as new one would cost about 6-6.5K. From money saved here, get a SSD now instead in future and may be better PSU.
 
Zotac 1050 ti 4gb Mini is available around 6.3k in sale thread. Is that card good enough for beginning or wait for better deals?

Price difference isn't much between 2600 vs 3600 and there is a massive performance gain you would get with 3600. Agreed if we take ML out of the equation, even 2600 is overkill.
Go for better board. Asrock B450 Pro4 or Fata1aty B450 Gaming 4 or B450 TUF M PRO Gaming

I was planning to buy parts and assemble myself. How easy is to do BIOS update? I never did it. From where I get lastest BIOS firmware? Vendor site?

Yes, it's about 4k and you get ~30% more performance for that.
B450M-A is a cheapo board. It's okay for Athlon or non OC quad core. And price difference isn't much between Asrock Pro4 and this one.
Yes, 450w is good enough and it can handle upto 1660 which you intend to upgrade in the future if need be.
The box should have Ryzen 3000 ready sticker. If not, you ask the seller to update BIOS for you.

It's B450 Pro4 - ATX version costs about 7k (B450M Pro4 is Micro ATX should cost about 6k) Go with ATX. Smaller board (Micro ATX) generally have less no. of ports. You already have 4+1 drives.
Instead go for Corsair CX450 Grey Label version, would cost about 3.5k.

PS: This is common for all B450 board. Even with board which has 6 SATA ports, 2 of them share lanes with M.2.

ASRock ATX Motherboard (B450 PRO4) is showing 9500 on Amazon. Can be 9k if I look in local stores. Where do u see it in 7k?

Don't buy comp stuff from Amazon unless deal or cheaper.
Look at itdepot, primeabgb, mdcomputers, Vedant, golcha. Instead of 1030, i suggest you look for 570/580 GFX card.

570 costs about 12-13k, double than 1050ti resale card.

Buy 570 resale card na. Some one was selling it for 7k here and 580 also you can look, some listed at 12k, maybe you can get little cheaper.
