The 4650g is pretty powerful.. its not the same as the puny APUs of old.
3080 is expensive.. if you dont want to/cant spend that now, but need the CPU power now, 4650g is not bad.
You can spend ~7k extra to get a 3600 and a bare bones 1030 to pair with it.. a little less if you get it used...
3400g is 4c/8t .. not enough now.. definitely not recommended going forward.
Look at the 4650g.. very similar in performance to the 3600.. same price. But you'll need a A520 or a B550 board for it.
i3-6100 will struggle with the VP9 codec (the youtube issue).. even a dGPU before the 10 series (partial support from what I remember) wont be idea for that. 16 series and up should be fine.
Try editing some video when not playing youtube to see if it feels slower than usual..

If performance isnt an issue, why upgrade now? Tech keeps improving and things are overpriced right now anyway..
If the integrated gpu cant handle the resolution smoothly, get a cheap video card .. something that handles 4k.. should get it for ~5k.. or a lot less if you dont mind getting it...
