I got conned on instagram, pls advice me on how to go about with it

First of all, I would like to state that I do acknowledge the fact that I was careless and I did little research on the fraudulent seller and it is solely my fault for trusting the fake seller (@mobiles.sell on instagram)
So the story goes that on the 14th of March, 2021, I saw this instagram ad from mobiles.sell , I was in the look out for a cheap GPU and I saw this ad for colorful gtx 1650 super for Rs.15000. Seeing as how the seller has 10k+ followers, I just browse through his page for a short while and since I was in a hurry, I decided to go ahead with the seller and placed an order for the GPU.

1. All the conversations we had are on whatsapp. His no is 8795295661 (probably not his primary no and is most probably used only for scamming people, it is registered as a business no btw)
2. I asked him if I could make part payment of 50% for booking the item, and pay the remaining amount on product arrival to which he replied 'yes'. I went ahead and made payment of Rs.7000 through google pay to his paytm QR code which he had provided.
3. He then asked me to send my shipping address , which I did.
4. The next day, he asked me to send the remaining amount to which I insist that I would pay when the product arrive as It was mutually agreed upon.
5. I would ask him for the tracking details countless times to which he never gave me.
6. His whatsapp no cannot receive incoming calls, he would not pick up my whatsapp calls, neither would be reply to my messages anymore.
7. He has blocked my no on whatsapp and will probably do so on instagram too very soon.
8. I have transaction ID, UPI ID, chat screenshots etc.

I have written to paytm, gpay and cybercrime.gov.in regarding the same and I am awaiting their response, although I do not have much hope.
It is not a big amount but I do wish to get this guy somehow and take necessary action against him.

Kindly advise me on how to go about with it if any of you have any experience with this kind of situation.

Sorry mate but cut your losses and move on is the best thing you can do. You can try cyber cell but realistically nothing is going to come out of it. Don't trust FB/Insta or any marketplace in general and prefer physically inspecting goods before purchase. To be fair Techenclave is also such a marketplace but most sellers here have a strong reputation and history so I would be able to trust them.

You should also probably report to fb/insta. As for the rest, you did all one can possibly do in situations like these!
 
You can get new GTX 1650 Super for 14k from reputed sites online, how is this even a good deal that lured you into buying from an unknown seller.

It was because of the unavailability of cards as there is great shortage of cards globally, otherwise i would never think about getting cards from instagram and the likes. Thanks for all the input guys. I will go to cyber cell next. I hardly care about the money but I don't want to let him off so easily.

Since you have proof of him selling a product and you paid for it, speak with the police for non delivery of product (fraud) and get him there. They will give him nice treatment for the issues he has caused you and you could get your money back. If he is from a different State it could be difficult and a time consuming process.

Even I got burnt badly once on a deal but with a very well known forum member. I had bought UPS and Graphics card for 16K, got only the UPS and an empty GPU box. Conmen are everywhere, waiting for the right opportunity to strike. It is up to us to be cautious.

Next time you get tempted on these shady sites ask for COD. If that is not an option don't go further. Simple.
 
Wouldn't paying with a credit card work if the you get scammed on the deal? Since you can go for a chargeback with the bank.

Yeah, using a credit card is most preferable because you will always get your money back in case of a fraudulent transaction. You can even initiate chargeback on debit cards if the bank supports it.

UPI unfortunately has become the primary means of scamming people now due to the poor protections in place. However, you can still try contacting your bank since intermediaries like PayTM and GPay will do nothing to help you out.

But wouldn't the bank blame us for been foolish and wouldn't they reject our refund claim?

Yes. They can reject claim. It is just plain stupid / energy drain to take a risk like this.

Its very simple. The more tempting the deal the more the risk. I guess its best to just not buy from facebook/insta and stick to reliable and known websites only.
 
On telegram there are so many similar channels all fake and many of the channels are related to each other in a chain. So even if they dupe you by 100 bucks the amount is equally split between these channels. My personal research!
