CPU/Mobo AMD Ryzen 7 5800X running hot

The boosting algorithm won't work as much and you'll see better temps but still have benefit of 16 threads.
On the other hand my 2700X (same TDP) does max 86C on stock prism cooler + Noctua NT-H1 paste without these settings. I just use these to reduce idle power usage by 25W and unusual fan spin-ups during boost frequencies with default settings. Just my opinion.

Yes, I did exactly this, with my Ryzen 9 3900XT, even though it didnt throttle at 90 plus temperature. I set the power to 99% and there is a very least negligible performance decrease of the processor. But the temp has reduced drastically to around 75 to 80.
 
Why not just undervolt and use it? your aircooler should be able to run 5800x.
Get good thermal paste like Thermal Grizzly or Arctic MX5
 
What cooler and cabinet are you using with it?
I‘m currently using Corsair 350D m-atx case with MSI core frozr L cooler(155mm). My 3700X with 65w TDP was working just fine with this cooler, approx. 45c idle and 80c full load without throttling. I don’t like water cooling and due to case limitation. I can’t install large air coolers beyond 16cm height. I most probably pick 5600X(once this sold) just for gaming(no live streaming) and it has same gaming performance(excluding rendering/productivity).

Hey incase it helps..I'm using the 5800x on a 7year old 120mm AIO in Mumbai, my idle temps are 38-42c(non-ac room)
