Proton VPN is giving discount on yearly plans. If your ISP blocks sites, you can open tor3nt sites with this and they have no limit.
if only for "fishing", Opera integrated VPN works well.

Proton also has a free tier, that allows access to all sites - it disconnects automatically if "downloads" are detected, which anyway is not needed once one has the file.
 
In that case buying locally makes more sense, I was more interested in the local microcenter deals but the nearest one is 30miles away.

Sadly no, only way one can buy stuff abroad at discount in online sale is by asking some friend/relative to bring it back with them to India.

Sealed box likely to attract customs, the person carrying it has to convince the customs dept that it's for personal use, and not for reselling. So sealed box/packaging is a bad sign for them.

my brother will be getting processor AMD (honors international warranty) , Intel doesnt support international warranty in india and getting RAM (purchased out of india) rma`d in india doesnt work

I was looking into this further. There is no import duty for hard disks in India, we just pay 18% GST which would be applicable even if we bought it from a local store.
Hard Disk Drives in India come under HS code 8471 7020, according to DGFT, under chapter 84. Getting a disk shipped via a service like PPOBox or Shop&Ship should be possible.
