If your budget is in the 50-60k price range i would highly suggest you to go with the i5-12400 as it is a great CPU for the price.
Your budget should allow for a 24 inch VG240Y from acer.

Go for a Ryzen 5600GT, 5700g based build, mobo 550 or 450 series, budget ones will do fine for 5600gt but bios update will be required.
Alternatively, for top tier perf. you can go for Ryzen 7600 based build- mobo 650 series. This mobo will also slot in the upcoming 9600 cpu coming in this week.
Power supply: Corsair 550 gold or silverstone gold ones.

I don't know if this is true, but I think AMD sends fan with their cpu, so you can opt for amd and save money on cooler. Also you can use SATA ssd instead of nvme m.2 if going over budget.
And instead of buying 1 16gb ram, buy 2 8gb ram to use dual channeling.

The cpu comes with a pretty good cooler in box and it has a good enough iGPU since you won't be doing any heavy gaming. You can also opt for 16gb for ram but it would be only 2000 cheaper and since you want to use VMs 32gb of ram can go a long way. For about Rs.11,500 you can get about 2TB of much faster storage in the S70 blade so you could go for that upgrade. Some good monitor options are:

if the budget can fit in, i would always recommend a cpu cooler since u can get one for quite cheap at around 2k which serve good performance. And for the power supply i would look into just the cooler master power supply's for under 10k as they seem to be best ones available atm in india.

The iGPU on intel is really bad in comparison with ryzen and the ryzen is more efficient. The cooler in box with the ryzen cpu is of good quality and enough to handle the cpu.

Yeah, I had 2x8 GB kit in my mind too. I guess there's not much difference between nvme and SATA SSDs, let me check anyway.

Disregard this I have come to know that their qc is really bad and they have only a handful of service centres. Also instead of the P3 plus (it has horrible endurance rating only 220TBW) go for the WD SN770 it has triple the endurance rating (660TBW) and only costs 1k more.
Already got a laptop from work. I'm not sure if I'd get the same level of performance from a similar priced laptpo.

Is an AM4 build a bad idea if OP is not going to be upgrading? For pure coding wouldn't as many cores as possible be a good idea? They could get a ryzen 7 5700x for the same price (maybe cheaper even) as the ryzen 5 7600 and also save on memory and motherboard because ddr4
