Hello Friends,

Can Oppo F5 (6GB/128) running Android 7.1.1 as it's old android few Bank & Other Apps Not working.
Is there any way that can upgrade/update Oppo F5 (6GB/128) to Android 9 or above or latest version, so can let Bank app to run?

There is no custom rom available for oppo f5. You cannot update your android version.

is there any way around that can help to run bank app without hassle?

Even if you root your phone to load a custom ROM onto it, most banking apps will still not work, as they will detect the phone as modified/rooted. In this case, your only option would be to upgrade the phone.
