Depends on what you want to do with the system. If the games you want to run at the resolution/refresh you want to run at are not possible, you may want to do that (5700X3D, 5800X3D are good options).
If the games/tasks run fine, no need! I am still using my 1080TI because its quiet, runs the games I want to play without issues, and I don't need RTX!
