Though it's a hunch, why not plug it in without battery and see if it turns on...
Even i would also like to get one for the PSP...

First thing to do or not do is to not throw away the dead battery as console itself check if a signed battery is used otherwise it wont work. (if you choose to go DIY approach)
without battery handheld should work, remove the battery it should do the trick, you can test the charge for proper voltage using multimeter.
some psps are sensitive when it comes to 3rd party chargers so try using original if you still have.
ps. i currently own and sometimes also play on psp street 1000 (original battery) and 3000 with battery(using circuit from original battery connected to aftermarket Li-ion battery)
if you want proper backup with a new battery checkout battery mods as all unbranded battery wont give much backup.
