Game settings post assembling first time gaming pc

Hey folks, am sorry if Im not in the right place or not using the right prefix. I have set up my gaming PC first time yesterday and after installing all important drivers /AMD softwares for temp and performance monitoring (including msi afterburner, Riva server stats) then installed a very old game called AC unity to check things.
A bit of background here - I am using a 4K OLED 120Hz TV as display which does has VRR, HDR, ALLM etc for gaming (I am planning to get a monitor next year due to place constraints). Auto HDR is enabled.
I'm not targeting 4k60fps for gaming on this machine but I happened to notice a huge spike in GPU utilization upto 98%-100% from the stats while gaming at 1280x720 res itself and my 1100va UPS started beeping as if its not able to handle the load and then game crashed immediately and this btw is a very old game which got me worried a bit.

I'm using a AMD 7700XT Ryzen GPU (CPU is AMD Ryzen 7600x)which is ideally good for 1080p on max FPS settings or 1440p 60 FPS from what I learnt. So I chose the refresh rate from advance display windows settings only upto 60Hz, dropped my min resolution to 1440 even on windows (Auto HDR is still on /Dynamic refresh rate is off). Adjusted power mode in Power settings to "Best performed" from Balanced and Enabled HYPR-RX eco setting in AMD software to adjust power and performance.

1)Does these windows display settings help while gaming to avoid these crashes or Does windows settings have nothing to do with Game settings?
2)Although I'm using a 4K TV now am not planning on revving it upto 4k for any newer titles for sure but do I have to always keep these graphic settings in check to bare minimum before entering into any game like even before starting?
3)My friend did warn my 1100va UPS (650w) will struggle and suggested me to get atleast 1500va UPS as its a 4K TV cuz 120w atleast will be taken by the TV itself , I didn't bat an eye thinking UPS is only for power back during outages so ill be fine. Is this correct ?
4) Undervolting GPU is suggested so early ? Its consuming more power than my UPS can deliver i reckon

Later, I re adjusted the game setting on AC unity for 1440p and refresh rate to 60Hz. The Gpu% was fluctuating between like 60-90% but the UPS was fine and no crashes.

I am guessing here that you are using a APC UPS here.

The 7700XT alone can use upto 250Watt+other parts of the PC and the OLED TV. So overall, you are indeed consuming more than 650W at peak loads. Its best to replace the UPS and get a higher wattage UPS.

Undervolting you GPU is another great option. You tend to lose 5-10% performance at max, but you can run the GPU at almost 60%-80% power.

And just FYI, i have undervolted by GPU (RTX 3070Ti) and I load the undervolted profile just before gaming and I barely notice the difference in performance, but power consumption never exceeds 200W. I also have a 1100VA APC UPS.
 
1. Not much impact

2. Play at 1440p, should be fine. I can't notice difference between 1440p & native 4K when sitting 1.5m away from my TV.

3. I have a 48" C3 & I have measured 100W+ easily depending on the scene. I have my TV connected to an old 600VA UPS separate from my main BX1100. You can do the same instead of buying a new 1500VA UPS.

4. Can UV. It helped with reducing power draw of my old GPU, 3070 as its OC potential was poor (5%), reduced power from 220-240W to 160-200W depending on the game. But with my 7900GRE, I am easily getting a 10% boost in performance, so opted for OC instead of saving power. Currently it pulls 290W.

Your friend is right. My situation was similar.
AMD 5900X + Asus Rog Strix 3070 OC

Same UPS as yours. APC 1100 VA, 660 W.
My UPS would start making noise (like it's going to shut down now) when my wattage gets close to the limit. This is not even 660W. Even 520W - 550W is enough to trigger the noise. (This is my guess since my pc pulls around 400 W and i have a 120W Edifier speaker also connected to the UPS, which i assume pulls around 30 to 40 W, then my monitor.)
When I had monitor also connected to the UPS, it was a disaster. So I got another 360W UPS just for my monitor. Then it was better but still the beeping will happen in AAA games Ultra settings.

Then I used Asus's GPU Tweak 3 tool to limit the Power draw of the GPU to 85%, and reduced the clocks slightly. This fixed all the issues and i did not notice much difference in performance. (maybe 5%). Undervolting or limiting power draw can work wonders.

Your PC is fine.. Just UPS is having issue. You can confirm it by plugging everything to the wall and checking the game at max settings for 10 mins. It should run fine.
It sucks that we have to use Big UPSes to use our GPUs to full potential, but that is India (constant power interruptions).

Your friend is correct. Get a bigger UPS, but if you really want to know, get a watt meter and see your energy consumption.
Guess I need to wait for another Amazon sale again.

yes you are correct, its APC 1100va UPS 650W bought about 3+ years ago and it handled my PS5 . xbox and the TV very well until I sold my Xbox and came to PC gaming now.

Where do I find the option to set same resolution for every game I want to play in AMD Software edition ? I'm only seeing FPS Meter in all HYPR-EX profiles but not resolution? The reason am asking is I want to change the resolution to 1440p but the game is crashing before even before I entering into the display menu to change.

Dont have another UPS but I like the idea ill look for some options for one in second hand market once

I am bit paranoid because am new to this Undervolt concept but I think it gets easier once we start experimenting things for each game. I just dont understand why for a game like AC unity which is like 8-9 years old needed these steps. Any way I think if thats what it is then ill experiment trail and error with other games as well and undervolt the GPU at a point. Thank you.

Just remove the 1100VA UPS & run PC directly from wall socket (till you get the 2nd UPS for TV), games should run. Usually display setting within a game has the resolution option. If PC can't run from wall power, then issue with wiring at your place.

I thought if refresh rate is 6oHz, the fps should wary from 30-60fps only

In most games, the setting is called "Limit FPS to XXX". You should turn that on and set Vsync to ON.

Otherwise the GPU will try to render as max as possible. Sometimes 500+ FPS in older games , which is futile as none of the display can actually render that.

Just use max refresh rate, enjoy your display & rig. There is VRR to take care of tearing.

Get the UPS checked locally before buying a new one entirely.
