Can you explain how this works, full seat gives you all the privileges listed in your but the collab seat is just view access right?
A Collab seat, not just mean view-only access. Users with a Collab seat can:
  • Edit in FigJam
  • Edit in Figma Slides
  • But they have view and comment-only access in Figma Design
  • And no access to Dev Mode

Isn't Figma design the main product in Figma where you need the unlimited files, team libraries etc. Am I missing something here?
Yes that is true.
You are not missing anything

What the Collab seat does allow is editing in FigJam (whiteboarding) and Figma Slides, which are useful for brainstorming or presentations—but not for actual UI design work.

Oh okay, I was interested in Figma Editor seat. I'd suggest editing the original post, it seems to create that confusion. In common parlance, Figma Files are Figma Design files and Team Libraries are for Figma Design files to share common assets.
