No, that's not what is implied. You can sell it for whatever price you deem fit. Since these are all more expensive now, you could get a buyer for a higher price as well.

They have, yes. I had got this for $20 from the US a couple of years back. Didn't use it much and I remember this used to cost 1200 or so on Amazon in India as well.
