Just ask seller to refund to original mode of payment as paypal is expensive and has many fees. Seller will probably ask you to raise dispute - so raise dispute.

Yes. I have this very same monitor. Purchased a month ago. Definitely worth it. It has PIP and can play multiple sources at once. For 32 inch..this monitor is definitely worth the price. Note that its a VA panel but color accuracy is quite good. Also it has way too many configuration options :)
