They buy from distrbutors like RP Tech Acro etc. The more volume/selling you can do, the better incentives/discount slabs you get on normal pricing. If you are a new business you simply cannot do the volumes other established businesses are doing and that is the end of your computer business...

Additional 6-7% performance gain by OC'ing on partner cards for the 5090, should be doable on the FE's aswell.. however it seems FE suffers from coil whine and fans would also have to be ramped up by a decent amount.

10GB 3080 used to cause alot of frame drops on my friends system in Resident Evil. Which automatically got fixed when he moved to 7900 Xt.. most likely because of the Higher Vram availability. I think i remember The last of us consuming more than 10GB even at 1440p.
