There's a new Acer model just released.
Acer XV272U F3. Improved lot of features. Check Acer official website. This seems better at similar price as the rest 27-32k.
Mostly small models only are run locally, good for learning. For the rest, it is cloud/college computers only.
Legion 5 Pro is excellent value in this range.
If you can bump up (a big bump up), Zephyrus G14 (brilliant all-in-one!) or Legion Slim 7 Pro. Lenovo has a very good ASS.

For camera - other than the Moto mentioned above (previous Moto cams had notorious reputations) Samsung and Pixel are the best. Pixels have heating & signal issues. Increase your budget slightly and look at Samsung S23FE; else...
I once watched a US Uni Prof lecture on exercising and protein shakes. His advice: rather than breaking your head on - what to drink, when to drink (pre-, mid-, post-workout), and how much, just start exercising first :)
