I am sure that's for items like graphics card and processors and such where claim of sealed is limited to a small tape which can be opened and made to look like sealed atleast in pics.

Its really sad to hear this IF its true and I hope for his speedy recovery. On the other hand, I have no trust and faith left in the guy. Attaching my communication screenshot where he promised to ship it on the same day but that day never came.
