As for the first question the the pins 1,2,3 & 6 are required to make LAN connection..the only care that needs to be taken is that u do the crimping at both the ends in similar fashion i.e same wire on same pins.

Depending on ur config. the PSU is enough.
How old is the power supply?
As a matter of fact PSU performance decrease overtime(especially these local ones).
Also not to mention these power supplies rate their max output not continous o/p.
The best option u got is to buy a new PSU ...
