I think he has latest firmware which in can’t be unlocked (at leaast now). I met a guy in karol bagh’s gaffar market he too selling his phone at around 23k and the problem was with his phone that he mistakenly upgraded to latest firmware which now can’t be unlocked.

Guys, I’ve already made everything clear in the OP. I don’t know much about iphones and so cannot provide any more info. than that I already have. I don’t know what more to say …
Well you know he has a point,plain and simple if your phone is on the latest firmware 3.1.3 the baseband cannot be unlocked at the moment,until the next firmware upgrade happens and they release an unlock exploit.you need to check which firmware version you phone has 3.1.2 or 3.1.3
All that the serial number tells you is that the phone was manufactured before 3.1.3 came out. How do you know it’s not been updated to 3.1.3 since and factory reset etc.?
I called my cousin and he told me he never did any change to the phone. It is as he got it when bought New in October.
Someone came to check it out on Tuesday and offered me a bit less than the price I’m expecting. I’m seriously thinking of returning it to my cousin’s brother (for whom it was bought) and let him do whatever he wants to do with it.
