As far as my monitor is concerned, one can try to take out of my cold dead hands. It’s the most perfect IPS panel I have no bleeding, perfect uniformity on whites.
You want to play BF6 at only 60fps then? Wont be an enjoyble experience imho If you said initially that I want to play sp games @4k60 then I would have said it would be good experience but 60 fps at an fps title is not good
I play SP games at 70-80fps at least. It feels better than keeping fps around 60. Also, with avg fps above 70, 1% low is around 60.
As I mentioned earlier, v sync will help you a bit but response times of your monitor are likely bad. If you have never used a good gaming monitor you might not know what you are missing but VRR & low response times improve gaming experience & is not something that can be seen in any online videos.

There is not one single modern AAA game that will run at 4k60fps using RTX 4060. It’s a waste of sand. You are better off buying a used 3070 (or 3070 ti) for 17k-21k if you want to keep the budget to the minimum but even those cards will not be enough due to their limited VRAM capacity. You need at least 12GB VRAM cards to run 4k games smoothly.
Build an i5 12400 based rig (all new parts) because of iGPU. Hunt for a used 3060Ti or 3070 for 15-17k. Will be solid for 60k.
Or get 9060XT which would push the budget closer to 80k.
you should reconsider 4060,its a bad choice for 4k especially
and if possible try and get a ryzen 7 with 8 cores would last you a lot longer than the 6 core 5600x
