No, Intelās issues are because of over-voltage, so you are protecting it by undervolting

Motherboard and top mounted radiators may have issues in this, also no access to headers that are located at the top of mobo, compatibility issues

Still, access to the top headers of the motherboard would be restricted.
Not with an Arctic 360 AIO (that is what Iāve installed). Cant say if the same would hold true with thicker radiators that custom loops use.
