Cost effective system for a friend

Hello, building a bsaic desktop for a friend. Something cheap, for basic tasks. My main sticking point is the form factor. Ideally I want something compact, like a mini-pc but with a changeable mobo - mini-itx or something. Budget for below 4 components: 15k I need: Case - something compact and cheap CPU/Motherboard - any in budget PSU - I’ll get this one. Buy from: online/nehru place Second hand: Yes Use: Basic excel, youtube, browsing. Lightweight stuff Thanks
